City of Sherwood
Wilsonville_King City ARPA State Grant Broadband Expansion
Bids for furnishing labor and materials for the construction of the Wilsonville_King City ARPA State Grant Expansion for the City of Sherwood will be received at City of Sherwood, Public Works, 15527 SW Willamette St, Sherwood, Oregon 97140 (Attn: Todd Hurd, Network Engineer). Only fiber optic cable and cable tags will be provided to the awarded contractor. Bid Closing at 12:00 PM (PDT) on Friday, June 16th 2023. Please title the envelope or subject line “Wilsonville_King City ARPA State Grant Expansion”. Bids will then be opened at shortly after the BID CLOSING. No bids will be accepted by electronic submission or after the BID CLOSING time.
First-Tier Subcontractor Disclosure forms must be received at the above-mentioned location no later than 2:00 PM (PDT) on June 16th 2023. Proposals without a completed First-Tier Subcontractor Disclosure form submitted will be considered non-responsive. Any documents not completed will also considered non-responsive.
Project Description
The work to be performed under this contract consists of the construction of the following items:
The City of Sherwood to provide all fiber optic cable and cable tags. The awarded contractor to provide all labor and other materials for the installation of fiber optic cable. All materials must be American made and have proof of USA certificate of compliance. “Build America Buy America Act”.
- Approximately 12,948’ of new underground conduit and fiber installation.
- Approximately 67,772’ of new aerial strand and lashed fiber installation.
- Install Approximately 27 handholes.
- Approximately 11,944’ of fiber pull through existing conduit.
Special note: The fiber optic cable placed within the City of Wilsonville, will be a shared fiber asset with the City of Sherwood and the City of Wilsonville.

NO PRE-BID MEETING WILL BE HELD FOR THIS PROJECT although questions can be submitted BY EMAIL ONLY to hurdt@sherwoodoregon.gov by 12:00 PM (PDT) on Tuesday, June 13th, 2023. A log of all questions received, and answers provided via email will be memorialized via addendum no later than 72-hours prior to the Bid closing date & time. All questions and answers will be posted in https://www.sherwoodoregon.gov/bids
This is a local public works project subject to BOLI prevailing wages (ORS 279C.800 to ORS 279C.870).
Bids shall be accompanied by a certified check, cashier's check or bid bond payable to the City of Sherwood in an amount equal to ten percent (10%) of the amount bid.
The City of Sherwood may reject a bid that does not comply with prescribed public contracting procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b), and that the City may reject for good cause, all bids after finding that doing so is in the public interest. City reserves the right to waive minor informalities in any bid.
