Sherwood Master Plans
The Parks and Recreation Master Plan involves a comprehensive review of the existing inventory of land, recreation facilities, and recreation opportunities; development of a mission statement; development of a strategic set of goals, objectives, and actions for the next twenty years; survey of the needs of residents; identification of land for future parks and open space acquisition, preservation, or conservation; development of conceptual designs for parks; provision of a capital improvement schedule, and review of existing finance strategies; and development of recommendations to fund improvements.

The Murals Plan includes proposal forms and the specific process for implementing murals in Sherwood. Anyone can submit an idea for a mural design or location to the Commission—including individual artists or a group of artists, a building owner, a business owner, a non-profit organization, a citizen or citizen group, or a neighborhood association. Please look through the materials on this website and email Chanda Hall, Center for the Arts Manager, if you have any questions or ideas. You may also submit ideas to the Cultural Arts Commission by emailing CulturalArtsCommission@sherwoodoregon.gov
The Cultural Arts Commission is made up of Sherwood citizens and is committed to promoting equal opportunities for all, and encourages individuals and organizations from all backgrounds and experience levels to submit ideas. All artistic styles are welcome.

The Transportation System Plan (TSP) is intended to prepare for and accommodate the future growth through year 2035 in the most efficient manner possible. Without the big picture that the TSP provides, maintaining acceptable transportation network performance could not be achieved in an efficient manner. This Plan updates Sherwood’s original TSP, which was adopted in the year 2005 for a horizon year of 2020.
The TSP provides a long term guide for city transportation investments by incorporating the vision of the community into an equitable and efficient transportation system. The plan evaluates the current transportation system and outlines strategies and projects that are important to protecting and enhancing the quality of life in Sherwood through 2035. The TSP also provides a foundation from which to evaluate and determine what improvements could or should be required as part of private development projects. Plan elements can be implemented by the City, private developers, and state or federal agencies. A TSP is required by the State of Oregon to help integrate the City’s transportation investment plans into the statewide transportation system. The plan balances the needs of walking, bicycling, driving, transit and freight into an equitable and efficient transportation system.

The purpose of this Water System Master Plan Update is to perform an analysis of the City of Sherwood’s (City’s) water system and:
- Document water system upgrades, including significant changes in water supply completed since the 2005 Master Plan
- Estimate future water requirements including potential water system expansion areas
- Identify deficiencies and recommend water facility improvements that correct deficiencies and provide for growth
- Update the City’s capital improvement program (CIP)
- Evaluate the City’s existing water rates and system development charges (SDCs)

The Downtown Sherwood Streetscape Master Plan was developed over a six month period in 2003. The design consultant team was comprised of landscape architects, civil engineers and lighting designers. The consultant team also relied on the services of a railway engineer. The design team worked through concepts and technical issues with the Sherwood Engineering Department staff. Throughout the design process, a number of goals were established that guided the development of the Streetscape Master Plan.
The three primary goals were:
• To provide a pedestrian-friendly environment;
• To create a design that is unique to Sherwood; and
• To create vibrant streets.
