Sherwood City Manager Submits Resignation

Keith Campbell has resigned effective November 30 after serving two years as Sherwood city manager. Craig Sheldon, who has been Sherwood’s public works director for 20 years, will serve as interim city manager while a search is undertaken for a new city manager.

“We are grateful for Keith’s two years of service to staff, the City of Sherwood and the community,” said Mayor Tim Rosener. “We are especially grateful for his excellent work in bringing jobs to our community.”

Campbell and Rosener characterized the departure as an “amicable and mutual separation agreement”.

Campbell was chosen in 2021 from a pool of 34 applicants after serving seven years as city manager of Stayton. He has worked in local government for 17 years. Campbell earned a master’s degree in Public Administration from Kansas University and is an International City/County Management Association (ICMA) Credentialed Manager.

“It’s been an honor to serve Sherwood,” Campbell says. “My family has loved our time in Sherwood and we have been warmly welcomed and supported by the community.”

During his time as city manager, Sherwood laid the groundwork for growth in housing and jobs. Phase I on the Tonquin Employment area is under construction, planning for a pedestrian bridge over Highway 99 is done, the design for Ice Age Drive is 90 percent complete and the 1,600-acre Sherwood West urban growth boundary expansion is ready to submit to Metro as early as next year. The city also is in the process of ensuring every home has access to broadband.

“In addition to all the projects and planning,” Campbell says, “I’m proud that Sherwood is in a strong financial position. It has been my privilege to work with Chief Hanlon and the Sherwood Police Department, who are the benchmark for police excellence.”

Campbell indicated that he would take some time to reconnect with family and friends before exploring other options in local government and academia.
