Budget Committee
ORS 294.336 requires that each local government establish a Budget Committee. The committee is made up of the City Council and an equal number of citizens. Citizen members (1) must reside inside the City limits, (2) may not be an officer or employee of the City, and (3) must be a qualified voter of the City. Citizen members are appointed by the Mayor with consent of the City Council, after an application has been filed with the City Recorder. Citizen members are appointed for three year, staggered terms, and may be re-appointed. All members of the Budget Committee have the same degree of authority and responsibility. Budget Committee members may not receive compensation for serving in this capacity.
The purpose of the Budget Committee is to review the budget document as proposed by the budget officer. Once satisfied with the budget, the Committee approves it and forwards it to the City Council for public hearing and adoption. Budget Committee meetings typically occur in April, and are noticed as required by law. Meetings are open to the public, and public comment is heard at at least one of the meetings.
The same Budget Committee serves for both the City of Sherwood and the Sherwood Urban Renewal Agency.
