2026 Sherwood Transportation System Plan (TSP) Update

Status Updates

A Transportation System Plan (TSP) is a comprehensive process that helps shape the future of transportation in our community. It guides long-term investments in roads, sidewalks, bike lanes, transit, and other mobility options to ensure a safe, efficient, and sustainable transportation network. This includes enhancing active transportation, promoting multi-modal travel options, and ensuring safe routes to school for our youngest travelers.

The current Sherwood TSP was adopted in 2014. State law requires the TSP be updated every 10-years.  This TSP Update project will reflect changes that have occurred to the City since 2014 and provide a 20-year horizon for transportation planning.  The Project will update all elements of the current TSP and may identify potential amendments to the Comprehensive Plan, Community Development Code and other implementing documents.

You can view the City’s adopted Transportation System Plan, which was developed in 2005 and continues to guide current transportation policies and investments. While this TSP Update will build on the foundation of the existing plan, reviewing the original TSP can provide helpful context on past goals, project priorities, and how Sherwood’s transportation network has evolved over time.

  • What do we have now?
  • What do we want?
  • What will we need in the future?
  • How will we fund our projects?
  • What should we do first?

In Oregon, an updated TSP is needed to meet requirements of the State Transportation Planning Rule (OAR 660-012-100), Regional Transportation Plan policies, Metro Urban Growth Management Functional Plan standards, and to manage development expected in the next twenty years.

The TSP Update is fully funded by local funds which allows for greater local control and flexibility, ensuring the project aligns directly with community needs without the constraints of state or federal grant requirements. It allows the city more autonomy in decision-making and project direction.

Our community’s TSP Update will began in April 2025 and is expected to take 18-21 months to complete. Throughout the process, we will assess current transportation needs, explore future opportunities, and develop strategies to improve connectivity, safety, and mobility for all residents.

This project will be led by our dedicated Sherwood staff and the Consulting Team from Kittelson & Associates, who will work collaboratively to steer the planning process. Their expertise, alongside contributions from advisory committees and public engagement, will ensure that the final plan reflects both technical excellence and community priorities.

Email the team with questions or comments at tspupdate@sherwoodoregon.gov

The TSP Update will be a collaborative effort involving technical experts, community representatives, and public input.
