Legislation
An Ordinance constitutes a city’s local laws. It is a formal action, with adoption by a majority of the Council. Absent of a different effective date, an ordinance becomes effective generally 30 days after adoption, unless the ordinance contains an emergency clause which then it becomes effective immediately upon passage or as indicated in the ordinance. The City’s Charter indicates the provisions of enacting ordinances.
A Resolution generally deals with administrative matters of the Council, implementing policies or expressing the Council’s opinion. A Resolution is adopted by a majority of the Council and takes effect immediately upon adoption or as indicated in the resolution.
