High School Development Process

We know the community has heard a lot about the new High School planned as a result of the bond measure passing, here is what is happening on the City side and the processes that you will be hearing about over the coming months.

On August 8, 2017 the Sherwood School District presented to the Planning Commission with the following information.  The school district has implemented a compressed schedule to stay ahead of rising costs of construction. A copy of the presentation is available below.

Here is a brief explanation of the process to get from the Urban Reserve to building the high school.  

UGB Expansion 
The proposed new Sherwood High School site is located within the Sherwood West Preliminary Concept Plan area which is currently outside of Metro's Urban Growth Boundary (UGB) and in the Urban Reserve. Before the school can be built, Metro (the Regional Government) needed to expand the UGB to include the proposed school site in anticipation for annexation. Metro approved the UGB expansion on August 18, 2017. 

Title 11 Concept Plan
The next step is to “concept plan” the area, which will involve a public process, defining the zoning for the area, development of a traffic study, an infrastructure financing plan and public hearings at the Planning Commission and City Council.  The City has received this land use application and has scheduled a tentative hearing date of November 14, 2017 at 7 pm at City Hall.  Project information for the  New Sherwood High School Comprehensive Plan Amendment is posted to our projects page. 

Annexation
After the Concept Plan is vetted by the community, if approved by City Council, the property can be annexed into the City of Sherwood. Annexations into the city involve an application by the property owner(s), public notice, and up to two hearings in front of City Council.  The  Sherwood School District has submitted the Sherwood High School Annexation proposal to annex four parcels of land and the adjacent right of way into the City for the future high school under the annexation method detailed in Senate Bill 1573 and ORS 222. Under this method, 100% of the landowners have petitioned the City to be annexed.  The public hearing was held before City Council on March 6, 2018 and approved by Ordinance 2018-002. 

Land Use Application
Following annexation, a land use application to develop the site is required.  The Planning Commission recently approved the Sherwood High School Conditional Use. This was a more specific and detailed review where things like parking spaces, street trees, building elevations and specifics of required transportation improvements were discussed and decided.   

Site Development Permits 
Now that the land use application is approved the school district can obtain permits for infrastructure improvements and to build the high school.  The school district had a goal to have a grading permit for the site by June 2018.
