Charter Review Committee

A City Charter is like a city's constitution.  It is the highest level of city law, and prevails over lower levels of city law, such as ordinances.  It can only be changed with the approval of city voters.  On June 19, 2018 the City Council adopted Resolution 2018-059 establishing a Charter Review Committee for the purpose of reviewing the City Charter in a comprehensive manner and advising the City Council with regard to potential proposed changes to the City Charter and possible referral of said changes to City voters at a future election. On September 18, 2018 the City Council adopted Resolution 2018-073 appointing members to the Committee. Meeting agendas and minutes can be found on the website.

The Charter Review Committee consists of nine members appointed by the City Council who serve on the committee until the charter amendments are voted on by Sherwood voters. If no charter amendments are warranted, the committee is terminated after it makes its final report to the City Council.

On April 10, 2019, the Committee voted to approve its final recommendation to City Council.  That document is available below under "Supporting Documents".  The Committee is scheduled to present its recommendation to City Council at a work session on Tuesday, May 21, 2019, at 6:00 p.m.  City Council will determine what, if any, Charter amendments to refer to Sherwood voters in an upcoming election.

The current City Charter can be viewed online through the City's Municipal Code web page.  A list of issues that was developed for Committee consideration during the Charter review process, alongside the corresponding Charter language, is also available below (see Sherwood Charter Review Issues).
