
The City of Sherwood began master planning for a new transportation system in February 2003. The Transportation System Plan is a state mandated requirement and replaces the Transportation Plan Update that was adopted in 1990. A technical advisory committee (TAC), which is a group of government agencies that manage transportation, the Planning Commission (acting as the Citizens Advisory Committee), along with DKS Associates a transportation engineering consultant, has developed a new Transportation System Plan (TSP).
The TSP is a 20-year comprehensive plan that addresses all modes of transportation, including motor vehicles, bikes, pedestrians, and transit. Each mode of transportation has a list of policies and implementation strategies on how to achieve or realize the needed improvements in the community. In addition, each travel mode has a map that identifies where new streets are planned, new connections between existing neighborhoods, multi-use paths, and transit facilities are needed over the next twenty years. The last part of the TSP lists improvement projects and identifies financing sources to build the improvements. Over $66 million of improvements are planned for Sherwood over the next twenty years. Funding sources could include improvements required for land use approval, transportation improvement fees, city’s share of state gas tax revenue, system development charges (SDCs), and local improvement districts (LIDs). Overall, the TSP is focused on providing more choices over the next twenty years to get around town and to other cities in the Metro region.
After two years of development, three open houses, four work sessions, and six public hearings, the City adopted the TSP on March 15, 2005. (Ordinance 2005-006)
